Abstract

As one of the most important sports infrastructures in Ngawi Regency, Ketonggo Stadium has been standing since the 1980s and has served as the home of the local football team, Persinga Ngawi. However, as it developed, various problems began to emerge, including spectator seating that did not comply with the 2021 FIFA/PSSI single-seat requirements, inadequate parking capacity, chaotic visitor flow management, and the lack of accessible facilities for people with disabilities. These shortcomings prompted an urgent redesign of Ketonggo Stadium to achieve improved and modern sports facilities. The design process used the Universal Design concept, initiated by Ronald L. Mace, as the primary approach, with an orientation to providing facilities that could be used equally by all levels of society, including the elderly, children, and individuals with special needs. The four design principles that guided the design were Equitable Use, Simple and Intuitive Use, Size and Space for Approach and Use, and Flexibility in Use. The final design resulted in a stadium with a capacity of approximately 15.000 spectators and a total floor area of 23,797.8 m². It features an inclusion-based circulation system, multilingual directional signage, and national-level facilities that comply with FIFA and PSSI regulations, as well as Indonesian legal accessibility requirements.
