Abstract
The growth of the digital music industry has increased the commercial use of songs and/or music, making royalty management and distribution crucial aspects of protecting creators' economic rights. In Indonesia, royalty management is carried out by Collective Management Organizations (CMOs) pursuant to Law Number 28 of 2014 concerning Copyright and Government Regulation Number 56 of 2021. However, practical issues persist regarding the transparency of royalty distribution, payment mechanisms, auditing and evaluation processes, and accountability for irregularities in royalty fund management. This study aims to analyze the legal framework governing the transparency of royalty distribution for songs and/or music in Indonesia and to examine the responsibilities of CMOs in ensuring such transparency under copyright law. This is a normative legal study employing statutory, conceptual, and case-based approaches. The findings indicate that legal provisions regarding royalty distribution transparency are established in Law Number 28 of 2014 concerning Copyright, Government Regulation Number 56 of 2021, and other implementing regulations. Nevertheless, there remain ambiguities in the norms concerning audit mechanisms, evaluation, and accountability for the misuse of royalty funds. Therefore, it is necessary to strengthen regulations regarding transparency, accountability, and oversight systems for CMOs to ensure legal certainty and optimal protection of creators' economic rights
