Abstract

The increase in toll road tariffs on the Boyolali–Cikopo Toll Road has generated various public responses, as it is perceived to increase travel costs, particularly for frequent users. This condition highlights the need to evaluate the toll pricing policy by considering users' Ability to Pay (ATP) and Willingness to Pay (WTP). Therefore, this study aims to identify the socio-economic and travel characteristics of toll road users and to analyze the appropriate toll tariff based on the Ability to Pay (ATP) and Willingness to Pay (WTP) approaches. This study employed a quantitative research approach using a survey method. Primary data were collected through questionnaires distributed to 100 Class I vehicle users of the Boyolali–Cikopo Toll Gate. The data were analyzed using the Ability to Pay (ATP) and Willingness to Pay (WTP) methods based on the respondents' socio-economic and travel characteristics. The results indicate that the average Ability to Pay (ATP) of the respondents was IDR 798,915.796 for a travel distance of 446.89 km, equivalent to IDR 1,787.72 per kilometer. Meanwhile, the average Willingness to Pay (WTP) was IDR 432,778.054, equivalent to IDR 968.422 per kilometer for the same travel distance. The findings reveal that the ATP value is higher than the WTP value (ATP > WTP), indicating that users' financial capability exceeds their willingness to pay the toll tariff. Compared with the existing toll tariff of IDR 308,601.82, or IDR 1,075.21 per kilometer, most respondents are financially capable of paying the current tariff. These findings may serve as a reference for the government and toll road operators in evaluating future toll tariff policies while considering the balance between users' ability and willingness to pay.
