Abstract
The purpose of this study is to: 1) describe the quality assurance strategies of learning through sister school partnerships; 2) describe the benefits of sister school partnerships; 3) describe the implementation of quality assurance in learning as outcomes of sister school partnerships; 4) describe the obstacles were faced in implementing the sister school partnership program. This research was conducted at the Islamic International School PSM Magetan primary school. The research method uses a qualitative paradigm with an ethnographic approach. Data collection techniques carried out by in-depth interviews, observation and documentation. The data analysis is applied within site model.The results of this study indicate that the quality assurance strategy of learning through sister school partnerships is carried out through several programs such as; (a) strengthening human resources through training and teacher immersion program; (b) mentoring through classroom observation and consultation programs; (c) evaluation program through the standard operational procedure audit. The benefits of this sister school partnership include: (a) strengthening branding and improving the image of the school; (b) helping schools develop curriculum; (c) helping students increase their potential; (d) support the achievement of school vision. While the implementation of the program in learning quality assurance is done by; (a) the application of 21st century learning methods, (b) the application of the Instructional Mastery Framework SOP, and (c) audits of SOPs that have been carried out. The obstacles that arise in sister school partnerships include; (a) language differences, (b) cultural differences, (c) facilities and infrastructure, and (d) curriculum differences with the national education office.
