Abstract

This study aims to describe the process, impact, various constraints and alternative solutions for the development of democratic character through scouting activities in SMP Negeri 1 Sambi Boyolali District in 2017/2018. This research uses qualitative approach, data collection with source triangulation and technique. Technique of collecting data is done by observatio, interview, and documentation. Test the validity of the data applies flow model through collective data, data reduction, data presentation, and conclusion. The results of this study show that the development of democratic character in this research can be seen when the scout guide provides materials related to teenage problems and gives advice when problems unresolved by Scout Penggalang occur, the development of democratic character also occurs through the experience of the children in field activities such as meeting, evaluation training, election of the Custody Council, and Primary elections. Constraints of democratic character development through scouting activities in SMP Negeri 1 Sambi Boyolali district is the limited means of transportrasi until 16.00, lack of training time, student interests, and students who can not share the time of Scouting with schoolwork. An alternative solution to the first democratic character development constraint in SMP Negeri 1 Sambi, by changing the training hours to after school from 11.00 to 15.00. Second, increase the training time from two hours to four hours. Third, it presents scouting activities that are more interesting and exciting. Fourth, giving confidence to fellow friends to be able to divide the time well.
