Abstract

The Karanganyar Public Service Mall (Mal Pelayanan Publik/MPP) is an integrated public service facility that accommodates various government services in a single location to improve service effectiveness, efficiency, and accessibility. Field observations and a Post-Occupancy Evaluation (POE) identified several shortcomings, including the dominance of administrative services, underutilized communal spaces, and limited integration between public services and community activities. This study aims to develop a redesign concept for the Karanganyar Public Service Mall based on the placemaking approach as a Public Service & Civic Hub. The methods include a literature review, field observations, POE, precedent studies, space requirement analysis, site analysis, and design concept synthesis. The proposed design consists of two building masses connected by a skybridge: a service hub as the main service facility and a community hub as a community-oriented space. The service hub applies service clustering based on service characteristics to improve efficiency, user orientation, and circulation, while the community hub accommodates supporting functions that encourage interaction, collaboration, and community engagement. The redesign is expected to improve service quality through effective, adaptive, comfortable, and accessible spaces while establishing the Karanganyar Public Service Mall as a Public Service & Civic Hub that integrates government services with community activities.
