Abstract
Education is a fundamental right of every citizen, as guaranteed under Article 31 of the 1945 Constitution of the Republic of Indonesia. One manifestation of this right is implemented through the New Student Admission (PPDB) system in Central Java, wich is designed to be fair, transparent, and accountable. This study airms to analyze Central Java Governor Regulation Number 12 of 2024 regarding New Student Admissions through the lens of Good Governance principles and to formulate an ideal regulatory framework to ensure more effective and equitable implementation. The research utilizes a normative juridical method with both statutory-including the 1945 Constitution, the Ministry of Education Regulation Number 3 of 2025, and Central Java Governor Regulation Number 12 of 2024 alongside secondary legal materials such as books, journals, and relevant legal documents. the findings indicate that while Governor Regulation Number 12 of 2024 has accommodated the principles pf transparency, accountability, participation, legal certainty, effectiveness, and justice, several practical obstacles persist. these include inaccuracies in zoning coordunates, issues regarding domicile transfers, and delays in the issuance of graduation documents. consequently, strengthening the regulations is essential through more accurate verification mechanisms, enhanced information disclosure, and the provision of legal protection for aggrieved parties to ensure the PPDB system aligns fully with the principles of Good Governance.
