Abstract

This study aims to determine the implementation of Standard Operating Procedures (SOP) and the mechanism for implementing online auctions (e-auctions) at the State Assets and Auction Service Office (KPKNL) in Surakarta City and to analyze the obstacles encountered in implementing online auctions based on the Minister of Finance Regulation Number 122 of 2023 concerning Auction Implementation Guidelines. This study uses an empirical legal research method with a statutory and sociological approach. Data were obtained through interviews, literature studies, and qualitative analysis. The results show that the implementation of SOPs and mechanisms for implementing online auctions at KPKNL in Surakarta City have been carried out in accordance with the Minister of Finance Regulation Number 122 of 2023. The auction implementation is carried out through the stages of auction application, document verification, scheduling, auction announcement, electronic bidding, and determining the winner. Obstacles encountered include the limited number of auction officials, suboptimal dissemination of information to the public, obstacles in verifying participant administration, and the continued occurrence of no-bid auctions (No Offer/TAP). These obstacles do not indicate any non-compliance with the provisions of the Minister of Finance Regulation Number 122 of 2023, but relate to the operational aspects of auction implementation.
