Abstract
This study aims to analyze the forms of legal protection available for business actors against unilateral cancellations by consumers in PRE-ORDER transactions using the Cash on Delivery (COD) payment method in Klaten City, as well as to examine the legal remedies that may be pursued as a result of such actions. This issue arises because order cancellations by consumers frequently cause losses to business actors, particularly when goods have already been produced or prepared according to consumer requests. The research employed an empirical juridical method with a descriptive qualitative approach. Data were collected through interviews with business actors and literature studies related to legal protection, breach of contract, and electronic transactions. The findings indicate that legal protection for business actors in PRE-ORDER COD transactions has not been implemented optimally. Preventive legal protection is carried out through the provision of clear transaction information and terms, while repressive legal protection may be pursued through negotiation, mediation, or breach of contract claims based on the Indonesian Civil CODe and Law Number 8 of 1999 concerning Consumer Protection. Unilateral cancellation by consumers may be categorized as a breach of contract because it constitutes a failure to fulfill obligations agreed upon in an electronic agreement. Therefore, strengthening regulations and increasing legal awareness among the parties are necessary to create a balance of rights and obligations in electronic transactions.
