Abstract
The Regional Spatial Plan is one of the benchmarks for plans in regional development. The city of Surakarta has had a Regional Regulation regarding RTRW since 2012, but the problems are 1. There is a mismatch in its application, in the example that the use of space should be right on target but in reality on the field it is not as planned, and 2. Is the current use of space possible to have an impact on the economy? The objectives of this research are; 1. Analyze Spatial Utilization after the existence of a regional spatial plan, and 2. Assess the effect of spatial planning on economic growth before and after the existence of a regional spatial plan. The method used in this research is descriptive quantitative method which aims to describe the actual land use and its relation to the Surakarta City Spatial Plan with a secondary data analysis approach. With the results of the first objective is the suitability of the Regional Spatial Plan with the actual land use in 2020 reaching 85.32% with Pajang and Purwosari sub-district which have the highest level of suitability, 13.37% less suitable with Jajar, Sondakan, Sriwedari, and Panularan which had the greatest discrepancy, and were not in accordance with 1.31% with Karangasem, Jajar, Kerten, and a few in Sondakan and Laweyan which had mismatched land use, which shows that the level of land use suitability was The Regional Spatial Plan in Laweyan District is good. Then the second objective shows the number of industries both processing, trade and service industries have increased rapidly in the last 10 years, and the majority are in accordance with the Regional Spatial Plan. Overall, the economy of Laweyan District has increased rapidly in almost all business sectors, especially Construction and Real Estate, Transportation and Transportation. The Regional Spatial Plan is influential in realizing economic growth because one of the focuses of the Surakarta City Regional Spatial Plan regulation is to improve the welfare of the community, with Regional Spatial Plan stakeholders can know the direction for determining development investment, then placing proper use of space that can make Laweyan District safe, comfortable, productive, and sustainable.
