Abstract

This study is concerned with effect of ethical intention in the ethical decision making process as members of the organization. Where the organization as well use rules, codes of ethics, legal norms both formal or informal rules as an appearing control device unethical behavior by individuals within the organization. This research used quantitative method. This study population were employees of the local government sector ie, Departement of Public Works and Spatial Planning of Madiun City whose main job missions are to organize urban infrastructure development, residences and environtment. The sample is determined by convenience sampling method with 58 respondents. Data collection method using questionnaire technique (questionnaire). Data analysis using the multiple linier regression analysis by measuring intensity and indicating current direction the relation between three independent variables and one dependent variable, it also uses Moderated Regression Analysis (MRA) to test law consciousness as moderator variable. Study results obtained by using SPSS, F test results shows that perception of the importance ethic and social responsibility, avoidance of machiavellinism and ethical reasoning are simultaneously have positive significant influence toward ethical decision making process. T test results shows that perception of the importance ethic and social responsibility, avoidance of machiavellinism, ethical reasoning and law consciousness partialy have positive influence toward ethical decision making process. Mulpile regression model has fulfill the requirements, seen from the value of determinant coefficient (R2). Interaction test results shows that, the law consciousness variable is not a moderator variable that able to moderated influence perception of the importance ethic and social responsibility, avoidance of machiavellinism and ethical reasoning on ethical decision making process.
