Abstract

Fenomena merebaknya warung kuliner berbahan dasar daging anjing ini yang sangat signifikan jumlahnya dari waktu ke waktu telah membawa keresahan tersendiri. Daging anjing termasuk bahan makanan yang dihindari bagi masyakarat muslim sebab hal tersebut dilarang dalam Al-Quran. Belum adanya regulasi yang mengatur keberadaan kuliner ini juga memunculkan ketidakpastian di tengah masyarakat di Kota Surakarta. Selain itu tidak adanya tindakan tegas dari Pemerintah Kota Surakarta dikarenakan kurangnya pengawasan menjadi faktor penghambat penanggulangan makanan olahan yang berbahan dasar anjing di Surakarta, disamping hambatan-hambatan lain yang ditemukan Pemerintah Kota Surakarta dalam pengawasan terhadap merebaknya makanan olahan yang tidak transparan bahan dasarnya di Surakarta. Tujuan penelitian ini adalah untuk menjelaskan peredaran makanan olahan berbahan dasar daging anjing di Kota Surakarta dan bentuk perlindungan hukum terhadap konsumen, dengan beredarnya makanan olahan berbahan dasar daging anjing di Kota Surakarta. Dalam penelitian ini penulis menggunakan pendekatan empiris, dengan mengkaji data primer yang ada di lapangan dan juga data sekunder yang berhubungan dengan perlindungan hukum bagi masyarakat kota surakarta terhadap produk makanan olahan berbahan dasar daging anjing ditinjau dari perspektif hukum. Hasil penelitian menunjukkan bahwa peredaran makanan olahan berbahan dasar daging anjing di Kota Surakarta masih tinggi dan elum ada regulasi yang jelas dari Pemerintah Kota Surakarta terkait larangan peredaran daging anjing di wilayah Surakarta, namun telah keluar kebijakan yang berupa surat edaran dari Kementerian Pertanian Direktorat Jenderal Peternakan dan Kesehatan Hewan sebagai pedoman bagi pemerintah, pemerintah daerah dan masyarakat dalam meningkatkan pengawasan peredaran atau perdagangan daging anjing. Diharapkan terdapat pengaturan Pemerintah Kota Surakarta melalui Perda di masing-masing daerah khususnya di wilayah Surakarta, minimal harus dihadirkan Perwali yang mengatur mengenai larangan konsumsi daging anjing. Pemerintah harus segera menyusun aturan yang melarang konsumsi daging anjing mengingat potensi bahaya kesehatan yang ditimbulkan. The phenomenon of the spread of culinary-based culinary stalls that is very significant from time to time has brought its own anxiety. Dog meat is a food ingredient that is avoided by Muslims because it is prohibited in the Koran. The absence of regulations that regulate culinary presence also raises uncertainty in the community in Surakarta City. In addition, there was no firm action from the Surakarta City Government due to the lack of supervision as an obstacle to the handling of processed foods made from dogs in Surakarta, in addition to other obstacles that the Surakarta City Government found in monitoring the spread of processed foods that were not transparent in Surakarta. The purpose of this study was to explain the circulation of processed foods made from dog meat in Surakarta City and forms of legal protection for consumers, with the circulation of processed foods made from dog meat in Surakarta City. In this study the author uses an empirical approach, by reviewing the primary data in the field and also secondary data relating to legal protection for the people of Surakarta to processed food products made from dog meat from a legal perspective. The results showed that the circulation of processed foods made from dog meat in Surakarta City was still high and that there was no clear regulation from the Surakarta City Government regarding the prohibition of circulation of dog meat in the Surakarta region, but a policy was issued in the form of a circular from the Ministry of Agriculture, Directorate General of Animal Husbandry and Animal Health as a guideline for the government, local government and the community in increasing the circulation control or trade in dog meat. It is expected that there will be a regulation by the Surakarta City Government through the Perda in each region, especially in the Surakarta region, at least Perwali must regulate the regulation on the prohibition on the consumption of dog meat. The government must immediately form rules that prohibit the consumption of dog meat given the potential health hazards caused.
