Abstract
The era of National Health Insurance, health services use a tiered referral system with the distribution of tasks and functions of each health care provider. The tiered referral system is carried out according to the provisions set out in the 2014 BPJS regulations, the safe zone for a minimum percentage of referrals is ≤5%. The percentage of referrals in the Sukoharjo Community Health Center exceeded the safe zone of 17.8%. This study aimed to analyze the implementation of a tiered referral system for JKN participants at the Sukoharjo Health Center. This type of research is qualitative descriptive. The main informants in this study consisted of the head of the puskesmas, the doctor of the health center, the administration head of administration, BPJS officers, midwives, nurses and triangulation consisting of 20 patients who were referred to BPJS who were selected using the purposive sampling method. The results showed that the implementation of a tiered referral system for JKN participants in the Sukoharjo Community Health Center was not optimal, the percentage of referrals exceeded the BPJS provisions, which amounted to 17.8%, HR/workforce were not comparable to the population and infrastructure facilities that were not optimal.
