Abstract

This study aims to describe (1) the situation before the principal's policy appears in the development of character development; (2) the policy of the principal in the development of the construction of the teaching character of the Mojosongo V Elementary School in Surakarta; (3) the policy of the principal in developing the development of the character of Mojosongo V Elementary School students in Surakarta. This study uses qualitative methods with descriptive design. Research site in Mojosongo Public Elementary School, Surakarta. The informants involved are principals, teachers and students. Data collection techniques with interviews, observation and documentation. Data analysis techniques in this study use flow models. The results of the study show that: (1) the condition of the instructor and students in Mojosongo V Elementary School, Surakarta, is that the teacher gives a warning about students with less appropriate punishment and students are less enthusiastic about participating in teaching and learning activities; (2) The principal's policy is good for the development of character building, because it is a major influence that provides the quality of resources (teachers) in Mojosongo V State Elementary School Surakarta; (3) the principal's policy for students is good, because it determines the quality of human resources in it as well as the quality of the school.
