Muhammadiyah university of Surakarta. Counselor I Prof Dr. Bambang Sumardjoko, M.Pd, Counselor II Dr. Maryadi,MA. Literacy culture is the most important part of school’s culture, so it needs to be managed in planning, organizing, executing and controlling in order to create the literal atmosphere to all the people in that school. Cultural literacy that goes well can grow the values of individual characters for all school residents, so that will be a special hallmark of a school. As a result of technological advances as they are today also affect the culture of literacy especially in terms of reading culture has been eroded. That is the purpose of this research is: 1) to describe about the steps of planning literacy culture, 2) to describe the literacy culture organizers,3) to describe the implementations of literacy culture, and 4) to describe controlling by headmaster action in implementing literacy culture. The kind of this research uses the qualitative research and research design is etnography. The place of research is located in SD Negeri 03 Bolon, Colomadu, Karanganyar with some data resources such as informants, activities and surrounding. To collect some data of this research uses three techniques is observation, interview and documentation. The data analysis which is used for this research are collecting the data, reducing the data, displaying the data and making the conclusion. The validation of data has been done by triangulating the sources and techniques. The inventions of this research are: 1) the literacy cultural planning steps the headmaster include formulating the vision, mission, and objectives of the school in the Education Unit Level Curriculum (KTSP), the headmaster coordinating to formulation the vision, mission, and objectives of the school with school personnel, and the teacher formulating the literacy activity indicators into the Lesson Plans (RPP),2) literacy culture organizers is the teacher still handled literacy activities in class with the help of librarian of its school, 3) the implementations of literacy culture are the literacy activities still integrated with lesson contens in KTSP, the teacher displaying the students’ creations in the display boards as the way to increase the literacy competence, the low interest of reading book in library, and library which has not provided informative technology access, and 4) the controlling which is done by the headmaster in impementing literacy culture is periodic by visiting the classes directly
