Abstract
Private and government sectors have to perform professionalism in their activities. Perum Jasa Tirta I (PJT I) is a profit-center government institution having a mission of maintaining water resource in accordance to its given duty through innovative and professional way. Moreover,PJT has to give service excellent to all stakeholders and run corporate activity in optimal resource according to accountable and healthy principals. Based on its mission, performance measurement has to be done. This research used Balanced Scorecard (BSC) because it is commonly used worldwide. BSC describes organization mission into four critical performance fields. However BSC can treat mission as variable if it is regarded critical measurement. In this case, BSC has five critical performance fields, such as: (i) Mission, (ii) shareholders, (iii) learning and growth, (iv) Financial, (v) internal governance. These fields are broken down into organization goal and detailed into measurement indicator to get the mark. This research chose 11 indicators representing these five critical performance fields. Each mark of five indicators is calculated and divided, and then the result is 0,727. Using measurement scale, the researcher conclude that PJT used BSC performance measurement in 2013 and the result of this measurement has “Enough” scale towards its performance. This conclusion comes out as the researcher observes the range of scale between 0 and 0,727. Further, the mark is in positive scale and exceed the balance score of zero (0) and close to maximum score 1. The measurement of mission and shareholder indicate a good result. Meanwhile, other critical measurement fields such as internal governance and learning – growth has to be increased in the future
