Abstract

The Temanggung-Yogyakarta toll road is one of the priorities of the national program for the construction of the Trans Java toll road. The implementation of the Temanggung-Yogyakarta toll road construction project has a length of + 40.5 kilometers from Temanggung to Yogyakarta. This project crosses 3 regencies in Yogyakarta and Central Java Provinces, namely Sleman Regency, Magelang Regency, and Temanggung Regency. The construction target is to be completed within 2 years, so that in 2023 it is targeted to complete the construction of session one on the Yogyakarta - Banyurojo section. The high toll rates is an issue that is still developing in the community. According to Djoko Setijowarni, an MTI member from Unika Soegijapranata, toll prices in Indonesia occupy the 2nd highest position in ASEAN, even the Java toll rates is the most expensive toll rates compared to toll rates outside Java. The method of collecting data is by conducting a survey of people who will use the toll road. Ability To Pay (ATP) measurement uses the household budget method and Willingness to Pay (WTP) uses the state preference method. The results of this study are the estimated average ATP value of Rp. 3,934 / KM and the average value of WTP of Rp. 1,306 / KM while the rates price that has been determined by the government is Rp. 1,875 / KM but nevertheless the public or prospective users of 71 respondents with a percentage of 80% are willing to pay more for safety improvements. The impact of toll rates is expensive for prospective users is that the toll road is only used as an alternative route, to avoid traffic jams and emergencies only. As for toll road entrepreneurs, they get more margin only during holiday homecoming. At the time of the research, the construction of toll road construction is still under implementation, so that research can be further sharpened after the construction of toll roads and replacement local road infrastructure is completed, such as from the aspects of changes in land value, activity system and local income levels around toll roads.
