Abstract
This study aims to analyze the clean water pipeline program executed by LAZ Rabbani in the critical geological zone of Jonggol through the lens of Muhammad Al-Tahir Ibn 'Ashur's Maqashid al-Shari'ah. This qualitative research employs a case study approach. Primary data derived from the Budget Plan (RAB), Fund Disbursement Requests (PPD), and interview transcripts were analyzed deductively. The findings reveal that the utilization of Restricted Infaq (Water Charity) funds amounting to IDR 247,758,100 was successfully converted into a 5.5-kilometer productive infrastructure crossing six hamlets. This public utility (manafi' ammah) empirically fulfills the five essential human needs (Al-Kulliyyat al-Khams) simultaneously: protecting religion (hifzh ad-din) by securing water for purification in five mosques, protecting life (hifzh an-nafs) by breaking the chain of contaminated water consumption, protecting intellect (hifzh al-'aql) by eliminating residents' mental exhaustion, protecting lineage (hifzh an-nasl) by safeguarding children from waterborne diseases, and protecting wealth (hifzh al-mal) by stopping the forced expenditure of IDR 120,000 per water tank. Theoretically, this research affirms that transforming philanthropic funds from consumptive aid into infrastructural assets is a tangible manifestation of Ibn 'Ashur's 'Umran (civilizational development) theory, serving as a reliable measurement tool for long-term social empowerment programs.
