Abstract
This study aims to examine the regulations governing direct and indirect regional head elections and the impact of changes to these systems on popular sovereignty. A shift from a direct to an indirect election system occurred in 2014—in the post-Reform era—sparking significant public opposition. The public viewed direct elections as an ideal of the Reform movement and a manifestation of direct democracy rooted in popular sovereignty. This research employs a normative-juridical method, utilizing statutory, case, conceptual, and historical approaches. It relies on secondary data, incorporating primary, secondary, and tertiary legal materials. Data collection was conducted through literature review, and data analysis was performed using a descriptive-qualitative method. The findings indicate that regional head elections are currently conducted directly, a practice reinforced by Constitutional Court Decision No. 85/PUU-XX/2022, which integrates the principles of Articles 18 and 22E of the 1945 Constitution. Consequently, regional elections now align with the general election framework, and the direct election system serves to strengthen the political freedom of the general public, consistent with the practice of direct democracy
