Abstract
The Special Region of Yogyakarta is a disaster-prone area characterized by a complex multi-hazard risk landscape, including earthquakes, volcanic eruptions, and floods. This condition necessitates a preparedness infrastructure hub that does not merely remain passive until a crisis occurs, but actively supports capacity building during normal conditions while remaining ready to respond to emergencies. This design aims to formulate the concept of the Yogyakarta Disaster Resilience Hub as an integrated public civic facility based on a dual-use architecture concept that incorporates disaster preparedness, education, training, research, and community functions. The design approach applies the AIA Resilience Design Toolkit as a risk-based, integrative, and iterative methodological framework to translate hazard and vulnerability analyses into architectural design decisions. The design methodology includes establishing the resilience scope, identifying site-specific hazards, formulating spatial performance requirements, and developing functional transformation scenarios. The resulting design provides a building system that operates in two modes: under normal conditions (blue-sky state), it functions as a center for disaster education, training, and community activities; while under emergency conditions (black-sky state), it efficiently transforms into a center for coordination, command, communication, and logistical support. The application of the AIA Resilience Design Toolkit is manifested through efficient circulation and zoning, earthquake-resistant structural strategies, energy efficiency and self-sufficient water management, as well as flexible and adaptive spatial configurations. This design is expected to serve as an architectural reference for the development of resilient, adaptive, and sustainable public facilities in disaster-prone areas.
