Abstract
Land availability is a key requirement for housing development, including in Pati Regency, which has experienced changes in land use due to population growth and regional development. The land acquisition process is often marked by conflicts between developers and landowners, and has the potential to lead to cost overruns that can result in project delays, postponements, or even cancellations. This study aims to identify the risk factors causing cost overruns during the land acquisition phase of housing projects in Pati Regency and to analyze the most dominant risk factors. The study employs a mixed-methods approach (qualitative and quantitative) through literature review, interviews, and the distribution of questionnaires to 30 respondents, consisting of housing developers and PPAT notaries in Pati Regency. The data were analyzed using the ISO 31000 approach by multiplying the average probability scale by the average consequence scale, supplemented by validity and reliability tests using SPSS version 23. The study identified 19 initial risk factors, and after conducting instrument validation and calculating risk levels, five factors were identified as falling into the very high-risk category, namely complex and costly procedures, the slow land acquisition process, complicated permitting procedures, rising land prices, and the public’s limited understanding of the social function of land rights. It is hoped that these findings will serve as a basis for consideration by developers, PPAT notaries, and local governments in their efforts to mitigate the risk of cost overruns in the housing land acquisition process.
