Abstract

The coastal area of Semarang City, particularly in the Panggung Lor region, faces chronic environmental threats due to climate change, including sea-level rise and land subsidence that cause permanent tidal flooding (rob). This condition worsens the social and economic vulnerability of the local community. This study aims to design a Climate Adaptive Hub that functions dual-purpose as a vertical evacuation center during disasters and a mitigation education center under normal conditions. The design methodology utilizes an adaptive architectural approach with macro and micro site analyses to respond to the physical characteristics of the coastal environment. The design concept focuses on two main strategies: structural mitigation and non-structural mitigation. Structural mitigation is implemented through raised stilt structures, corrosion-resistant materials, and independent utility systems (solar energy and clean water reserves) to ensure the building remains operational in emergencies. Meanwhile, non-structural mitigation is realized by providing disaster training facilities and routine evacuation simulations to enhance community preparedness. The design results demonstrate that the Climate Adaptive Hub can serve as an integrative solution that provides safe physical shelter and empowers the community to build long-term resilience against climate change impacts in coastal Semarang.
