Abstract

The Salatiga Regional Public Library faces a significant paradox: Salatiga records a literacy rate of 98.74% and a Community Literacy Development Index of 94.48, the highest in Central Java Province, yet library visits have plummeted from 380,000–390,000 visits per year in 2017–2019 to only 20,000–40,000 visits per year in 2021–2025. This condition is worsened by the existing building area of only ±1,200 m², far below the minimum standard of 1,568 m² required by the Regulation of the Head of the National Library of the Republic of Indonesia No. 8 of 2017, as well as the lack of collaborative space, information-technology facilities, and accessibility for persons with disabilities. As an education city with 9 universities and 29,704 students, Salatiga has a substantial need for a modern, flexible, and inclusive public learning space. This design study aims to formulate a revitalization concept for the Salatiga Regional Public Library as a Learning commons based on the Third Place approach to optimize its function as a collaborative, inclusive, and interactive public learning space. The methods used include field observation, literature review, site analysis, and precedent studies of internationally recognized modern libraries. The design results in a building concept with a total floor area of ±3,978 m², divided into six functional zones: the Third Place zone (main public space), a thematic semi-public zone, a management zone, a general service zone, an archive gallery and city mini-museum zone, and an outdoor/green open-space zone. The Learning commons concept is realized through flexible learning spaces, a podcast studio, discussion rooms, and co-working space, while the Third Place approach is translated through a transparent façade, modular furniture, an inviting mass arrangement, and a homelike atmosphere that encourages social interaction. The design also integrates sustainable-building principles through natural ventilation, solar panels, and local materials.
