Abstract

Semarang–Cheribon Stoomtram Maatschappij (SCS) building in Tegal City is a cultural heritage building with significant historical and architectural value; however, its current utilization remains suboptimal and underused. On the other hand, the surrounding area shows informal spatial use that is not well organized, despite having strong social and economic potential due to its strategic location in the city center. Therefore, this study aims to revitalize the SCS building as a creative public space while organizing surrounding activities by applying an adaptive reuse design approach. The method used is a qualitative descriptive approach through literature study, field observation, documentation, interviews, and analysis of existing conditions and site potential as the basis for concept formulation. The results show that the adaptive reuse approach can be implemented by preserving the main elements of the building such as structure, façade, and architectural character. In addition, limited spatial adjustments are carried out to accommodate current needs without eliminating the historical value of the building. The resulting design concept integrates the old building with new additions through contrasting yet harmonious elements. This approach creates a balanced visual and functional relationship between the old and new components. The building is designed as a flexible and inclusive creative public space that accommodates various activities such as co-working, galleries, community programs, and socio-cultural events. The outdoor area is developed as an integrated public open space that supports local economic activities, enhances urban spatial quality, and strengthens place identity.
