Abstract
This study aims to analyze the legal review of the implementation of public services for children with special needs (ABK) in Sukoharjo Regency based on the principles of good governance. The method used is normative legal research with a statutory approach and is descriptive qualitative, using secondary data in the form of primary and secondary legal materials that are analyzed systematically. The results of the study indicate that normatively, the regulation of public services for children with special needs has a fairly strong legal basis through various national laws and regulations, however at the regional level there is still a gap in regulations that specifically regulate ABK, so that its implementation is not optimal. In practice, the implementation of public services in Sukoharjo Regency has been directed towards the application of good governance principles such as participation, transparency, and the rule of law, but still faces various obstacles, including limited inclusive facilities and infrastructure, lack of data integration between agencies, minimal access to education and health services that are ABK-friendly, and unequal public understanding. Therefore, it is necessary to strengthen more specific regional regulations, increase cross-sectoral coordination, and optimize the role of the government in providing inclusive, accountable, and responsive services to ensure the fulfillment of ABK's rights in a fair and sustainable manner
