Abstract

Electric vehicle adoption in Indonesia, including in the City of Surakarta, remains relatively low despite the government having established various incentive policies through Presidential Regulation Number 79 of 2023. This low adoption rate is suspected to result from a mismatch between the incentive schemes designed by the government and the actual preferences of the public as users. This study aims to analyze the level of public understanding of electric vehicle incentive policies in Surakarta and to measure public preferences toward various forms of incentives using the Conjoint Analysis method. Data were collected through an online questionnaire distributed to respondents residing in Surakarta. The research instrument was found to be valid (Corrected Item-Total Correlation of 0.674-0.910) and reliable (Cronbach's Alpha of 0.953). The descriptive analysis showed that the public's level of understanding was in the fairly good category (mean 3.04-3.11), supported by a knowledge check with an average correct-answer rate of 54.21%. The Conjoint Analysis results showed that registration priority obtained the highest utility value (0.029), followed by tax exemption (0.011), special lane access (0.006), and both charging infrastructure development and charging cost discounts, which shared the same utility value (0.005). Based on these findings, the recommended policy combination includes registration priority, tax exemption, special lane access, and either charging infrastructure development or charging cost discounts. The findings of this study are expected to provide input for local governments in formulating more targeted electric vehicle incentive policies that align with public preferences.
