Abstract
The growth of e-commerce has increased public reliance on delivery services; however, delays and the loss of goods remain frequent occurrences, potentially causing consumer detriment and legal disputes. This study aims to analyze the forms of legal protection for consumers and the legal liability of SPX Express regarding delivery delays and lost goods, based on Law Number 8 of 1999 concerning Consumer Protection. The research employs a normative legal research method with a statutory approach and a qualitative nature, utilizing a literature review of primary and secondary legal materials, supplemented by interviews. The findings indicate that legal protection for consumers is realized through preventive measures—specifically the regulation of the parties' rights and obligations—and repressive measures involving dispute resolution mechanisms and the provision of compensation. As a business operator, SPX Express is obligated to provide compensation or restitution for consumer losses resulting from delays or lost goods, in accordance with statutory regulations. It is concluded that the legal protection framework provides an adequate basis for upholding consumer rights; however, the effectiveness of its implementation requires improvement to ensure optimal legal certainty, service quality, and the protection of consumer rights.
