Abstract
The constitution basis of Articles 28C paragraph 1 and 28H paragraph 2, as implemented through Article 15 of Law No. 8 of 2016 and Law No. 11 of 2022, guarantees the right of persons with disabilities to participate in competitive sports without discrimination and to develop their personal capabilities. This involvement aims to enhance their personal development, dignity, and selfworth within the context of national development. However, the fulfillment of these rights remains hindered by limited sports facilities and infrastructure at the regional level. The scarcity of these facilities impedes the optimization of training and the sustainability of athlete development programs for people with disabilities, necessitating effective and efficient solutions to address these challenges. This study aims to analyze the implementation of equal rights in the sustainable development of competitive sports for athletes with disabilities under the guidance of the National Paralympic Committee of Indonesia in accordance with Regulation of the Minister of Youth and Sports of the Republic of Indonesia No. 8 of 2026, while also identifying efforts to fulfill these rights. Based on the existing issues, this descriptive study which employs a juridical-empirical approach conducted primary data collection in the field and utilized data collection techniques including literature review, observation, and interviews. Qualitative analysis was applied to the data, resulting in descriptive findings. The study’s findings indicate that the fulfillment of sports rights at the National Paralympic Committee of Indonesia has been realized through the construction of an international-standard Paralympic Training Center in Delingan. This facility optimizes all accommodations for athletes during national training camps leading up to world competitions, which is further supported by the provision of bonuses for medalists at regional and global competitions.
