Abstract

The development of information technology has encouraged village governments to manage documents and archives digitally. Letter archiving in Baturan Village is still done manually, making the document search process less efficient and increasing the potential for data loss. This research aims to develop and implement a web-based digital archive application to improve the effectiveness, transparency, security, and tidiness of village administration through an automatic letter numbering feature. The Waterfall method is applied as a development model, with stages including needs analysis, design, implementation, testing, and maintenance. Needs analysis was conducted through interviews, while system design included Use Case Diagrams, Activity Diagrams, ERDs, and interface design using Figma. The system applies the TF-IDF and Cosine Similarity algorithms to display archive search results based on keyword relevance. TF-IDF is used to calculate word weights based on their importance in documents, while Cosine Similarity is used to measure the similarity between search keywords and archive documents. Through the combination of these two methods, the system can sort documents based on relevance values, resulting in faster and more accurate search results. The implementation was carried out using PHP, MySQL, XAMPP, and Windows 10. The results of the study showed that the digital archive system was successfully designed and implemented to support the management of incoming and outgoing mail, archive storage, relevance-based document searching, and internal communication in one integrated platform. Testing was conducted using Black-Box Testing and the System Usability Scale (SUS). The test results showed that all features ran according to functional requirements, with an average SUS score of 74,63 in the Good, Grade B, and Acceptable categories. Meanwhile, performance testing was conducted using Apache JMeter to demonstrate the system's ability to handle simultaneous user access with an error rate of 0.00%, an average response time of 599 ms, and a throughput of 4.8 requests per second. The system is considered suitable for use in supporting the management of village archives in an efficient, structured, and sustainable manner.
