Abstract

This study aims to analyze the implementation of dialogical patrols by the Surakarta Police Sparta Team in encouraging community legal compliance and review the positive contribution of dialogical patrols in reducing crime rates through the community policing approach. The research uses an empirical juridical method with a legal sociological approach, through interviews, observations, and qualitatively analyzed literature studies. The results of the study show that dialogical patrols are carried out in a humanistic, communicative, responsive, and community-based manner. This activity not only serves as legal supervision and education, but also strengthens citizen participation in the prevention of criminal acts. Surakarta Police data shows a decrease in crime reports from 500 cases in 2024 to 414 cases in 2025. The implementation of dialogical patrols has made a positive contribution as a preventive strategy and strengthening social partnerships, although its effectiveness needs to be read relatively because crime data is volatile. This strategy emphasizes that community-based policing can integrate preventive, repressive, and dialogical functions simultaneously, making the community an active partner in maintaining security and supporting sustainable legal compliance in the city of Surakarta.
