Abstract
This study aims to analyze the harmonization of electronically integrated business licensing regulations between the central government and regional government through Surakarta Regional Regulation Number 9 of 2023 concerning Business Licensing Administration. This research is motivated by changes in the business licensing system following the enactment of Law Number 6 of 2023 concerning Job Creation, which implements a Risk-Based Approach (RBA) through the Online Single Submission (OSS) system. The research method used is normative juridical with statutory and conceptual approaches. The data were obtained through library research on primary, secondary, and tertiary legal materials analyzed qualitatively. The results indicate that Surakarta Regional Regulation Number 9 of 2023 has been harmonized with the Job Creation Law in terms of substance, service mechanisms, and supervision of business licensing. The implementation of OSS-RBA through the Investment and One-Stop Integrated Service Office (DPMPTSP) of Surakarta has improved service effectiveness, provided legal certainty, accelerated the licensing process, and supported investment growth and ease of doing business in the region.
