Abstract

This study aims to analyze the persuasive communication strategies employed by the Yogyakarta Regional Police (Polda DIY) in crowd control during demonstrations. Effective demonstration management depends not only on procedural measures but also on communication between police officers and demonstrators, as inadequate persuasive communication may lead to misunderstandings and conflict escalation. This research employed a descriptive qualitative approach with a constructivist paradigm and focused on demonstrations that took place from late 2024 to 2025 within the jurisdiction of Polda DIY. Data were collected through semi-structured interviews, observation, and documentation. Based on the persuasive communication strategy theory of Melvin L. DeFleur and Sandra Ball-Rokeach (1989), the findings revealed three strategies used by Polda DIY: psychodynamic, sociocultural, and The Meaning Construction. The psychodynamic strategy involved emotional regulation and open communication, the sociocultural strategy emphasized understanding demonstrators' characteristics and needs, while The Meaning Construction strategy framed the police as serving and facilitating the public in expressing their aspirations. The findings are expected to provide practical insights for the Indonesian National Police and enrich persuasive communication studies in the context of crowd control.
