Abstract

Settlements are primary human needs that continue to increase annually; however, limited land availability and economic factors often lead to the formation of slum areas. In Boyolali Regency, settlement quality and sanitation have become priority strategic issues in the 2021–2026 Regional Medium-Term Development Plan (RPJMD). Wonosamodro District was selected as the research location due to its high urgency, ranking first in the number of Uninhabitable Houses (RTLH) in Boyolali Regency, totaling 2,324 units. This study aims to analyze the distribution and quality levels of slum settlements and examine the influence of social factors on these conditions. The methodology integrates remote sensing using Sentinel 2A imagery with Normalized Difference Built-up Index (NDBI) transformation to identify building density, alongside Geographic Information Systems (GIS). Quality assessment was conducted using a scoring method based on seven physical parameters as stipulated in the Minister of Public Works and Housing Regulation (Permen PUPR) No. 14 of 2018. The assessment covered three observation blocks based on typology (lowland, highland, and disaster-prone areas), complemented by interviews with 30 respondents to obtain socio-economic data. The results indicate that the majority of Wonosamodro, specifically two out of the three observation blocks (Block 1 and Block 3), are categorized as "Non-Slum Areas." However, Block 2 (highland typology covering Garangan and Bercak Villages) was identified as a "Moderate Slum Area" with a score of 460, attributed to high building density, the impact of industrial activities, and significant environmental burdens. Social factors, such as low income and large dependency ratios, are fundamental causes of slums as they hinder the community's ability to perform independent housing improvements. Nevertheless, an anomaly exists where residents with stable incomes (>IDR 2,500,000) remain in slum areas to maintain accessibility and transport cost efficiency to their industrial workplaces.
