Abstract
This study aims to analyze the communication strategy of PT KAI Commuter in socializing the priority seating policy to KRL passengers at Purwosari Station, Solo. The research employs a descriptive qualitative approach, with data collected through interviews, observations, and literature review. The informants include station management, field officers, and KRL passengers. Data analysis uses the interactive model of Miles and Huberman, consisting of data reduction, data display, and conclusion drawing. The results show that the communication strategy consists of five main components: communicator, message, media, audience, and effect. The communicator is collective and applies a persuasive approach. The message is instructional and educational, emphasizing social empathy. The media used are multichannel, including visual, audio, digital, and direct communication. The audience, namely KRL passengers, generally understands the function of priority seats, although compliance is still influenced by individual awareness. The communication effects indicate an increase in knowledge and attitudes, but behavioral changes are not yet fully consistent. Therefore, the implemented communication strategy is considered fairly effective but still needs improvement to achieve optimal passenger compliance.
