Abstract
Smoking habits remain a health problem in public places because they affect comfort and health. This study aims to obtain a comprehensive, systematic, and evidence-based understanding of how laws and regulations regulate Smoke-Free Areas (KTR), so that it can be the basis for recommendations for legal reform policies and to determine the implementation of Surakarta Regional Regulation No. 9 of 2019 concerning Smoke-Free Areas in Surakarta City, Central Java Province. The research method used is a normative approach. This data collection method is carried out using a literature review. The results and discussion of this article are that the Regulation of Smoke-Free Areas (KTR) in Indonesia has a strong legal basis through Law Number 36 of 2009, Government Regulation Number 109 of 2012, and Regional Regulation Number 9 of 2019 in Surakarta City, but its implementation is still not optimal due to low public awareness and weak law enforcement, so cooperation is needed from all parties so that the goal of creating a smoke-free environment can be achieved. The central and regional governments are obliged to protect the public from the dangers of cigarette smoke through the implementation of Smoke-Free Areas firmly and consistently. Implementation needs to be strengthened through law enforcement, inter-agency cooperation, and clear regulations. The Surakarta City Government must also increase oversight, outreach, and the provision of facilities to improve public compliance.
