Abstract

The purpose of this research is to understand and comprehend the policies and regulations of the Surakarta City Government in supporting the development of Micro, Small, and Medium Enterprises (MSMEs) in Surakarta City, as well as to examine the efforts and impacts of the empowerment of Micro, Small, and Medium Enterprises (MSMEs) carried out by the Surakarta City Government. The research method used is the juridical-empirical method with the statutory approach and the case approach. Although the Surakarta City Government has empirically realized its role as a facilitator that guaranties legal certainty and technical capacity for MSMEs thru the ease of licensing legalization and inclusive digital training, it has not yet realized fiscal financing for several MSME actors. Although the Surakarta City Government's steps in facilitating licensing legality and digital training for MSMEs are quite good, the implementation of business climate protection from MSME market conditions as mandated by legislation can be said to be poorly realized, revealing a lack of comprehensive policy implementation to create a conducive business climate for MSMEs. The findings of this research indicate that the Surakarta City Government has not yet maximally implemented the MSME business climate policy, where there are several MSME actors who benefit from the MSME policies in Surakarta City. However, it must be acknowledged that the proactive steps taken by the Surakarta City Government have implemented their facilitative function thru ease of legality and adaptive technical stimuli, but the implementation of regulations related to fiscal financing in the form of "revolving funds" within the framework of empowering MSMEs in Surakarta City has not been well executed. Furthermore, the Surakarta City Government implements the principle of bestuurszorg as both a dynamizer and the main catalyst to enhance the resilience and competitiveness of local MSMEs in the adaptive business market.
