Abstract
The purpose of this study is to examine and analyze the enforcement of criminal law and its obstacles against children in Surakarta. Methodologically, the author uses a juridical-empirical research method that examines the law in reality or in society. In this study, Surakarta is one of the cities that has jurisdiction over the specific structure and mechanism for handling cases involving children in conflict with the law. In its implementation, the Surakarta Police's PPA Unit carries out preventive criminal law enforcement against children, taking into account the protection of children's rights. In addition, obstacles to the enforcement of criminal law against children in the city of Surakarta include stigma or negative perceptions from the community, technical constraints faced by law enforcement officials, and the children's social environment. The practice of criminal law enforcement against children in the Surakarta jurisdiction is consistently centered on the paradigm of the Child Criminal Justice System Law (SPPA). However, the main obstacle to the enforcement of criminal law against children stems from community resistance (legal culture) that is still fixated on the retributive paradigm, where public pressure often demands that cases be resolved through formal court proceedings rather than utilizing the available restorative justice mechanisms.
