Abstract

Given Indonesia’s vulnerability to disasters, disaster mitigation is an urgent necessity, with the government playing a central role in planning and fully implementing disaster management. Grobogan Regency is a disaster-prone area whose topography consists of lowlands in the form of a basin flanked by limestone mountains to the north and the Kendang Mountains to the south. This study employed an empirical juridical approach, collecting data directly from the field through surveys, interviews, and observations. The research was descriptive in nature, conducted at the Grobogan Regency Regional Disaster Management Agency Office, and analyzed using qualitative methods. The study analyzes and describes in depth the implementation of the policy and identifies inhibiting factors and strategic efforts to optimize the implementation of Regional Regulation Number 8 of 2015 concerning Disaster Management in Grobogan Regency. The results indicate significant progress in building a disaster preparedness and response system; however, several obstacles remain, including the level of knowledge and coordination among disaster-related stakeholders, low public awareness of disaster risks, the extensive geographical area of Grobogan Regency as the second largest in Central Java, and diverse natural conditions. Strategic efforts focus on strengthening coordination, education, and community capacity building. Although the implementation of the regulation has shown progress, it still faces challenges such as the regency’s large area, limited human resources within the Regional Disaster Management Agency, and low active community participation. Improvements are needed in information services and public access to disaster education, intensified outreach programs particularly in disaster-prone villages, and the establishment of disaster preparedness groups.
