Abstract
Migration decisions among skilled individuals are shaped by both structural conditions and subjective perceptions. While conventional theories emphasize push and pull factors, they often overlook the role of individual interpretation. This study investigates the mediating role of perception of opportunity in the relationship between push factors, pull factors, and migration decisions among skilled individuals in Fiji. Using a quantitative, cross-sectional design, data were collected from 154 respondents—including final-year university students, recent graduates, and early-career professionals in Fiji's major urban centers. Partial Least Squares Structural Equation Modeling (PLS-SEM) via SmartPLS was employed to examine both direct and indirect relationships among variables. Results show that pull factors and perception of opportunity have a positive and statistically significant effect on migration decisions, while push factors show a positive but non-significant influence, indicating that adverse home conditions alone are insufficient to drive migration. Mediation analysis confirms that perception of opportunity partially mediates the relationship between pull factors and migration decisions, but no significant mediation was found for push factors. These findings suggest that migration decisions in Fiji are driven primarily by perceived opportunities and destination attractiveness rather than origin hardships. The study advances migration theory by integrating structural and psychological perspectives, offering practical insights for policymakers addressing skilled migration and brain drain in Fiji and the broader Pacific region.
