Abstract
The PTSL program aims to accelerate comprehensive land certification to provide certainty and legal protection for land rights holders. In Kedawung District, Sragen Regency, where the community is heavily dependent on land as its main capital, this program has a strategic role. This study uses an empirical juridical approach, integrates the analysis of legal norms with field data, is descriptive-analytical, and is located in Kedawung District. Evaluations from BPN and the community show that PTSL is quite successful in increasing legal certainty and public awareness about the legality of land rights. The community now has a better understanding of land law procedures, rights, and obligations, as well as the importance of maintaining ownership documents. This is reflected in a 40% reduction in land disputes (BPN 2022 data) and an increase in the legal awareness index, where more than 60% of respondents reported an increase in knowledge about inheritance rights and land transactions. The legal uncertainty of land rights is caused by the weak land administration system, the insynchronization of physical and juridical data, and the practice of land tenure without official registration. The use of unwritten evidence such as girik and letter C, as well as the establishment of traditional boundaries without accurate measurements, gives rise to overlapping ownership and disputes. The implementation of PTSL makes a significant contribution through systematic registration that provides clarity on legal status and issues certificates as strong evidence. However, obstacles such as incompleteness of rights documents, limited public understanding, and technical and administrative obstacles still exist. Therefore, strengthening is needed to make PTSL more effective and sustainable.
