Abstract
Education has been significantly impacted by advances in digital technology, particularly at the junior high school level. Students with low digital literacy often struggle to manage information, understand media ethics, and are potentially involved in bullying, both directly and indirectly. At SMP N 1 Madang Suku III, bullying cases often go unreported due to the lack of secure reporting channels and limited access to digital literacy learning resources. This research developed a web-based digital literacy information and anti-bullying reporting system that provides digital literacy content in the form of articles, videos, and interactive books, as well as a bullying reporting tool with an anonymous option to maintain reporter confidentiality. The system also features a visualization feature for overall bullying report data to support monitoring by guidance and counseling teachers. The developed system facilitates students' digital literacy improvement and easier reporting of cases. Furthermore, the system supports guidance and counseling teachers in systematically managing and following up on reports. Access to the victim's identity in the report is restricted, allowing only guidance and counseling teachers to view it to protect student privacy. The system was developed using the Waterfall method, which consists of the stages of needs analysis, system design, implementation, testing, and evaluation. System testing was conducted using the Black-Box Testing method to evaluate system functionality and the System Usability Scale (SUS) method to assess the system's usability level. The evaluation results using the SUS method produced an average score of 73.98, which is in the acceptable category. Based on the testing results, the system was deemed functional, easy to use, and capable of supporting the prevention and handling of bullying cases in the school environment.
