Abstract

The recording and management of water billing at PAMSIMAS “Tirta Giyanti” in Janti Village were previously carried out manually using physical records. This condition led to various problems, including inaccurate meter readings, duplication of customer data, delays in report preparation, and low operational efficiency of staff. This study aims to design and implement a web-based PAMSIMAS management information system that is capable of automating water consumption recording and customer billing calculations. The system was developed using the Waterfall method, which consists of requirement analysis, system design, coding, testing, deployment, and maintenance stages. The results of this study indicate that the developed system is able to manage customer data, record water usage, calculate bills automatically, and generate digital reports more quickly and accurately. Functional testing using the blackbox testing method shows that all system features operate in accordance with the defined requirements. Furthermore, usability testing using the System Usability Scale (SUS) indicates that the system has a good level of ease of use and is well accepted by users. In addition, non-functional testing was conducted to evaluate system performance through load testing using Apache JMeter with a scenario of 50 concurrent users on the login and billing data input features. The testing results show an error rate of 0.00% with an average response time of approximately 1 second, indicating that the system is stable and reliable. Therefore, the developed information system is proven to improve data management efficiency, minimize recording errors, and support improvements in the quality of services at PAMSIMAS “Tirta Giyanti” in Janti Village.
