Abstract
Domestic violence against women and children remains a social issue that requires serious attention, including in the city of Surakarta. The high number of cases demonstrates the need for active local government involvement in providing comprehensive protection and treatment for victims. This study aims to examine the role of the Surakarta City Department of Women's Empowerment, Child Protection, Population Control, and Family Planning (DP3AP2KB) in preventing and addressing domestic violence. The method used was empirical legal research, with data collected through interviews and literature review. The results indicate that DP3AP2KB has carried out its functions through victim assistance, providing health and psychological services, and collaborating with relevant agencies. However, program implementation still focuses more on post-violence response. Prevention efforts through public outreach and education have not been optimal due to low awareness and the persistent perception that domestic violence is a private family matter.
