Abstract
The purpose of this research is to analyze the implementation of Village Fund management by the Sapen Village Government, Mojolaban District, Sukoharjo Regency, in the context of community empowerment in Dukuh Sapen, and to evaluate its compliance with relevant regulations regarding Village Funds. Additionally, this research also aims to examine the mechanism of accountability for the Village Government in managing Village Funds in the area. Methodologically, this research employs a juridical-normative approach with a case study design. The choice of the case study method is based on the need for an in-depth exploration of the specific context in Sapen Village, Mojolaban District, Sukoharjo Regency. In this study, the Sapen Village Government has attempted to comply with the hierarchy of laws and regulations above. Additionally, Article 72A of Law No. 3 of 2024 explicitly states that Village Funds must be managed in accordance with village development priorities, community empowerment, and job creation. The Sapen Village Government has fulfilled and implemented the provisions outlined in Article 78 Paragraphs (1) and (2) of Law No. 3 of 2024. However, the construction process for the Sapen Village Multi-Purpose Building was only partially implemented because the building's construction did not meet the facilities and infrastructure such as public amenities or other supporting buildings as intended in Article 36 Paragraph (1) of the Ministry of Public Works and Housing Regulation No. 14 /PRT/M/2017 of 2017.
