Abstract
This study aims to examine how online media Tirto.id and CNN Indonesia frame crisis reporting related to the issue of government data breaches conducted by hacker Bjorka. This case attracted public attention in 2022 as it involved the security of citizens’ personal data and the credibility of government institutions as data managers. In the context of crisis communication, media framing plays an important role in shaping public perception. This study uses a quantitative approach with content analysis methods and refers to the framing framework proposed by Holli Semetko & Valkenburg (1993), which consists of five categories: attribution of responsibility, conflict, economic consequences, human interest, and morality. The data sample consists of 40 news articles, comprising 25 articles from CNN Indonesia and 15 articles from Tirto.id published during the period of September 11–29, 2022. The results show that Tirto.id predominantly applies the attribution of responsibility frame (67.7%), while CNN Indonesia most frequently uses the conflict frame (52%). Statistical testing using the Independent Sample T-Test indicates a significant difference in framing patterns between the two media outlets.
