Abstract
The increasing poverty rate in Indonesia has triggered people to do anything to meet their living needs. The phenomenon of begging has been widely encountered by all Indonesian people in their respective regions. The Sukoharjo Regency Government has issued Regional Regulation No. 3 of 2014 concerning Public Order to deal with beggars and vagrants in the Sukoharjo Regency area. This article aims to determine the effectiveness of Regional Regulation No. 3 of 2014 concerning Public Order in dealing with beggars and vagrants in the Sukoharjo Regency area. The research method used is empirical normative as the main source and secondary data as supporting sources in assisting this research. The results of the study indicate that Regional Regulation No. 3 of 2014 concerning Public Order in dealing with beggars and vagrants is considered ineffective because the Regional Regulation has not been updated, the unclear authority between agencies namely the Civil Service Police Unit and the Social Service, inadequate facilities and infrastructure, and the still many beggars and vagrants in the Sukoharjo Regency area that have not been handled properly.
