Abstract

This study analyzes the implementation of law enforcement by the prosecutor's office concerning children as victims of sexual abuse in the District Attorney's Offices of Boyolali, Sukoharjo, and Surakarta, while also identifying the various obstacles that hinder the case-handling process. Given the surge in child sexual abuse cases, the prosecutor's role in ensuring justice is vital. The research utilizes an empirical juridical method with a qualitative approach, gathering data through in-depth interviews with prosecutors and a review of relevant legal literature. The findings indicate that law enforcement is based on the legal substance of Article 81 and/or Article 82 of the Child Protection Law. However, significant constraints were identified, notably the lack of specific competence and certification among prosecutors, inadequate facilities and infrastructure, and the stigma and psychological pressure placed on victims. Consequently, the study recommends mandatory specific training and certification for prosecutors, the establishment of cross-institutional collaboration for child protection, and increased community support for victims.
