Abstract

The development of financial technology (fintech) in Indonesia has significantly increased the use of digital wallets (e-wallets) as a practical payment method. However, this convenience is accompanied by cyber security risks such as balance theft, personal data breaches, phishing, and account hacking. This study aims to identify cyber security risks faced by e-wallet users, assess the effectiveness of existing legal protection, and provide policy recommendations. A descriptive quantitative method was employed through an online questionnaire distributed to 111 respondents aged 18–35 who had used e-wallets. Descriptive statistical analysis was conducted to measure legal knowledge, risk awareness, and perceptions of legal protection. Findings reveal a gap between existing regulations such as the Electronic Information and Transactions Law, the Personal Data Protection Law, and Bank Indonesia Regulations and their implementation. E-wallet providers often disclaim responsibility for cyber losses, while dispute resolution remains suboptimal. The study recommends specific regulations, enhanced security systems, and public education to strengthen legal protection in digital transactions.
