Abstract

Intense competition in the sports shoe industry requires Arfath Store to address operational constraints stemming from human resource (HR) issues, where performance evaluations are currently subjective. This research aims to design an objective and integrated HR performance measurement system. By adopting the Human Resource Scorecard (HRSC) framework, the study identifies relevant Key Performance Indicators (KPIs) across four perspectives (financial, customer, internal business process, and learning and growth) which are then mapped onto a strategy map. Subsequently, the Analytical Hierarchy Process (AHP) method is employed to assign weights to each KPI, thereby determining strategic priorities. The result is a structured HR performance measurement model, complete with priority weights for each indicator. This model is expected to serve as a tool for management to conduct objective evaluations, formulate targeted development programs, and make data-driven strategic decisions to enhance the company's competitiveness.
