Abstract

Indonesia is a country prone to disasters, one of which is the major earthquake that hit Palu City. This disaster caused many casualties, infrastructure damage, and hampered the process of distributing logistics to the affected areas. However, in reality, the distribution of aid during the earthquake was delayed for several days, the distribution was uneven, and only focused on certain locations. This study aims to see how the distribution of refugee shelters in Palu City, find safer shelter locations, and model effective logistics distribution routes during a crisis. The method used is qualitative descriptive analysis and spatial analysis using a Geographic Information System (GIS) with a Network Analysis approach. The data used are maps of disaster-prone areas, road network data, and existing shelter locations. The results of the study are in the form of a BNPB Existing Location Map which visualizes many shelters concentrated in the city center and are in a high-risk zone, a Map of Safe Locations against the Palu City Earthquake Disaster which is an evaluation and sorting of existing shelters by selecting shelters that are safer and easily accessible to public facilities, and a Logistics Distribution Route Modeling Map which is modeled into 2 models with different types of network selection. The logistics distribution route modeling resulted in a more efficient route, allowing aid to reach the area more quickly and evenly. This modeling is expected to be a consideration in future disaster management planning, particularly regarding rapid and accurate logistics distribution.
